'Sexually Violent' Offender Reports Move To Yonkers

A registered "lifetime" sexual offender convicted of sexually abusing an 8-year-old girl repeatedly has reported a move in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 72-year-old Frank Babcock, who has reported an address change from Orange County to a residence on South Broadway in Yonkers.

The Division of Criminal Justice Services has assigned Babcock a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated for lifetime registration, though he is subject to petition for relief.

According to the Division of Criminal Justice Services, Babcock sexually abused his 8-year-old victim in February 1996, and he was convicted of three counts of first-degree sexual abuse in May that same year. Babcock was sentenced to a term of between one and three years in state prison, he is now under the jurisdiction of the Yonkers Police Department SOR UNit.
